Cape Town, 26 June 2025 — The New Development Bank (NDB) has announced the appointment of Tshepiso Moahloli as the Director-General of its Africa Regional Centre (ARC), effective 20 June 2025. Her appointment follows a rigorous international recruitment process and comes at a time when the Bank marks its 10th anniversary.

In her new role, Ms. Moahloli will oversee the NDB’s African regional operations, spearheading project origination, preparation, implementation supervision, and acting as the primary liaison between the Bank and its key stakeholders on the continent. Her leadership is expected to be central to strengthening the NDB’s impact across Africa, particularly in the realm of sustainable infrastructure development.

To date, the NDB has approved 15 major projects in South Africa amounting to US$7.3 billion. These investments have focused on high-impact sectors including water, energy, transportation, and logistics — all critical to the country’s long-term growth and development objectives.

Ms. Moahloli brings over a decade of senior public sector experience, having served as Deputy Director-General for Asset and Liability Management at South Africa’s National Treasury. In this role, she led strategic and operational functions in debt and risk management, while maintaining strong relations with key stakeholders.

Her expertise extends beyond South Africa. Prior to her appointment, Ms. Moahloli provided consultancy services in areas such as public debt management, climate finance, and infrastructure strategy. Notably, she offered strategic support to the newly established Oman Debt Management Office and worked with the World Bank and NDB to identify necessary reforms to improve infrastructure delivery within the South African context.

Ms. Moahloli holds a Master of Business Administration in Executive Management from the University of Cape Town, and a Master of Commerce in Economic Science (with Distinction) from the University of the Witwatersrand.

Welcoming her appointment, Dr. Duncan Pieterse, Director-General of the National Treasury and South Africa’s representative on the NDB Board of Directors, stated:
“We congratulate Ms. Moahloli on this well-deserved appointment. Her leadership will be instrumental in scaling the NDB’s development footprint in South Africa and across the continent. We look forward to the positive impact her expertise will bring to our shared goals of inclusive and sustainable development.”

The NDB’s Africa Regional Centre is poised to deepen its presence across the continent under Ms. Moahloli’s stewardship, expanding its project portfolio to drive infrastructure growth and foster regional economic integration.

Over the years, I have found it challenging to define myself solely by an academic qualification, trade, or occupation. My eagerness to learn, especially about how to build and deploy capital, has allowed me to accumulate diverse experiences in a short span of time. Through this journey, I have discovered that at my core, I am a storyteller. I tell the stories of corporations, their heritage, and the individuals who act in their name. I explore the role of these institutions in fulfilling the promise of a better Africa, and, most importantly, the causal link between the rule of law and economic development. As a fellow believer in Africa’s potential, can I count on you to be a point of light in securing our continent’s future?
