President Ramaphosa Signs Landmark Law to Enhance Water Security in South Africa

Tuesday, 27 August 2024 — President Cyril Ramaphosa has officially enacted the South African National Water Resources Infrastructure Agency SOC Ltd Bill, marking a significant step forward in securing South Africa’s water future. This new law establishes the National Water Resources Infrastructure Agency, a state-owned company that will be pivotal in expanding and managing the country’s bulk water infrastructure.

The agency, empowered by this legislation, will focus on developing and maintaining national water resources, while also seeking innovative financing models to attract private investment. This initiative is a critical component of South Africa’s broader water sector reforms, aimed at ensuring long-term water security, improving water quality, and driving investment in infrastructure.

This legislative milestone is part of the government’s ongoing efforts under Operation Vulindlela, a collaborative project between the Presidency and the National Treasury. Operation Vulindlela aims to accelerate structural reforms across various network industries, including water, electricity, transport, and digital communications, thereby supporting South Africa’s economic recovery and development.

The creation of the National Water Resources Infrastructure Agency is seen as a necessary response to the challenges faced by South Africa’s water sector, particularly the fragmentation in water resource management. The new agency will streamline operations previously divided between the Department of Water and Sanitation, the Trans-Caledon Tunnel Authority (TCTA), and the Water Trading Entity. By consolidating these functions, the agency will be better positioned to raise funds independently, ensuring increased investment in critical water infrastructure projects.

Beyond infrastructure development, the agency is tasked with supporting the government’s broader socio-economic and transformation goals, which include eradicating poverty and promoting sustainable and equitable development across the nation.

This law represents a pivotal advancement in South Africa’s quest to modernize its water infrastructure and ensure a reliable water supply for generations to come.
