A new human identity is created through administrative fiat and if you are undocumented, the you fall within the ambit of carrying the identity of foreigner according to the SA Home Affairs Minister.

Humanity is indivisible and using documentation provided by sovereign nation-states as a discriminator has the unintended consequence of legitimizing vigilantism based on a systemically flawed premise that value creation is causally linked to place of birth and documentation issued in support of migration.
